    Job Description

    Senior Director, Reimbursement Policy

    Overview

    The Senior Director, Reimbursement Policy, is a strategic role within the matrixed Policy team as well as Gilead's broader Government Affairs and Policy organization and will be focused on developing and executing reimbursement strategies to facilitate access to Gilead's portfolio of innovative, life-saving medicines. This role has purview over all products and therapy areas within Gilead and focuses on both federal and state-level public programs like Medicare and Medicaid .

    The scope of responsibilities will include identifying reimbursement policy challenges and opportunities as well as co-creating strategies aimed at securing reimbursement and access to therapies for patients, in addition to advocacy and engagement, to deliver on these strategies. This individual must be creative, flexible, results-oriented, and entrepreneurial, capable of developing relationships and facilitating partnerships internally as well as externally with trade associations, industry peers, government officials, and other external stakeholders to reach reimbursement policy goals. The position will be based in Washington, DC.

    Responsibilities

    Identify regulatory opportunities and threats to the reimbursement of Gilead's novel therapies and develop comprehensive strategies to deliver on a range of Medicare and Medicaid proactive and reactive reimbursement priorities.

    Support establishing strategic priorities for the broader reimbursement policy team and across discrete therapy areas.

    Own policy impact assessments to quantify the financial impact of reimbursement policy proposals on the Gilead business

    Draft comment letters, policy briefs, publications, and other persuasive communications and resources to support policy objectives

    Generate evidence and insights to support pricing and reimbursement policy positions

    Partner with colleagues on the Government Affairs and Policy team and across other corporate functions, including Public Affairs, Managed Markets, Value & Access, Medical Affairs, and others, to provide counsel on the impact of policy proposals and align on strategies tied to Gilead's reimbursement policy goals

    Represent Gilead within various trade associations (e.g. PhRMA, BIO) and workgroups

    Mentor junior team members to support growth and development.

    Essential Qualifications

    B.S. or B.A. degree and a minimum of 14 years of experience in policy, government, government affairs or related, and a minimum of 12 years of relevant experience with an M.S./M.A. or MBA.

    Strong understanding of Medicare payment systems as well as Medicaid payment policy, including Medicaid drug rebate calculation.

    Experience with engagement with Centers for Medicare and Medicaid Services (CMS) and other executive branch agencies (e.g. CMMI, HRSA, OMB, political appointees. etc).

    Excellent verbal, analytical, written, and interpersonal communication skills, particularly in distilling complex technical information for broad audiences

    High degree of critical thinking skills and analytical ability to deploy data-driven reimbursement solutions.

    Strong organizational and project management skills - demonstrated ability to independently manage multiple work streams, build/develop/execute through cross-functional teams consisting of a strong portfolio of skills and expertise, and timelines simultaneously.

    Flexibility and adaptability to changing requirements, resourcefulness and creativity, and an ability to work collaboratively in a fluid organizational environment.

    Ability to travel domestically (25%).

    Preferred Qualifications

    Prior pharmaceutical or device industry experience or experience within government agencies (e.g. CMS) is preferred

    Advanced degree in public policy, health policy, public health, or health economics

    The salary range for this position is: $216,070.00 - $279,620.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
