    Noblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. We are actively seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Operations and Requirements Analysis (ORA) Division.

    DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, ORA is responsible for managing the DHS research and development (R&D) coordination process, which informs S&T prioritization and resource allocation process; planning, programming, budgeting, and execution (PPBE). ORA manages S&T's Integrated Product Teams (IPTs) that identify DHS operational component research, development, test, and evaluation priorities. ORA has a critical role throughout the research and development, test and evaluation (RDT&E) life cycle from the identification, collection, and priority of RDT&E needs to the transition of capabilities to the DHS operational component customers.

    Responsibilities : New teammates will support strategic development, DHS Customer Portfolio management and oversight, stakeholder engagement and communications, reporting and data call management, property and records management support, and business operations and financial management support.

    Role functions may include

    • Portfolio management, tracking, and reporting, and gap and requirements analysis

    • Program coordination and communication coordination, and program budget assessment

    • High-level technology research and technical feasibility assessments, and scoping and monitoring of studies related to portfolio management, engineering, and technical services for current and proposed S&T programs.

    • Organizing, directing, and coordinating planning and production of all activities associated with assigned task order projects.

    • Supporting Portfolio and Program Managers in their continued engagement with DHS S&T customers on the receipt, prioritization, and regular reporting of their operational capability gaps.

    • Providing data collection and analyses of user requirements and of existing and emerging systems, capabilities, and technologies.

    • Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.

    • Planning technology transitions to the respective operational customer.

    • Participating in meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.

    • Providing assistance in managing and responding to program-aligned S&T Executive Secretary data calls, compiling information, and preparing information for reporting to senior leadership.

    • Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials

    • Traveling to support the client on site visits and reviews

    Required Qualifications

    • Either:

    • Bachelor's degree and 10 years of experience, or

    • Master's degree and 5 years of experience.

    • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.

    • Applicants selected must be eligible to receive DHS Suitability.

    • Eligible for Top Secret Clearance

    • Ability to travel to support client activities, up to 10% time

    • Strong skills in using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams.

    Desired Qualifications

    • Demonstrated proficiency providing program management and analytical support to programs and projects serving DHS component mission areas

    • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic and financial goals and objectives are met and identify possible program risks.

    • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.

    • Experience providing guidance, feedback, and consulting services to federal program managers.

    • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

    • Experience providing program and/or project management support in on research and development contracts.

    • Experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulating and developing technological solutions, and participating in and contributing to strategic discussions.

    • Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.

    • Experience supporting DHS components and agencies either operationally or through project management.

    • Candidates who already possess DHS Suitability and a security clearance at the Top Secret level.

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

    USD $74,500.00 - USD $130,400.00 /Yr.
