    Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Program Manager - Studies & Proposals to lead the development of advanced systems and capabilities for the National Space Communications Programs (NSCP) team in either El Segundo, California or Chantilly, Virginia .

    This role is focused on shaping and leading the competitive study phase for a next-generation NSCP system, building on decades of Boeing heritage, expertise, and innovative technologies. The role will also contribute to a rich portfolio of space and ground terminal developments, involving a mix of on-contract execution work and pre-award new business activities.

    The ideal candidate is a technical and strategic leader. The position requires (1) interfacing with Boeing and government stakeholders to understand operational environments and mission needs, (2) leading multi-disciplinary teams to architect and design next-generation space and ground systems that are differentiated from the competition, (3) engaging with technology partners inside and outside of Boeing, (4) preparing and delivering presentations to senior government customers in the Washington DC area, and (5) supporting new business activities such as competitive assessments, NSCP representation at Industry Days, and proposal preparation.

    The ideal candidate has demonstrated the ability to work within broad and minimally-defined technical and programmatic areas and effectively lead integrated efforts. Clear and concise, written and oral communication of complex subjects to Boeing leadership and all levels of customers is required.

    Position Responsibilities:

    • Leadership : Manage, develop and motivate employees and teams. Develop and maintain relationships and partnerships with customers, suppliers, stakeholders, peers, partners, management and direct reports.

    • Outreach : Develop and implement customer and program communications and contact plans. Maintain and advance customer relationships to proactively address future needs. Identify future business opportunities and promote the value of company portfolio and partnership.

    • Architecture Development : Lead multi-disciplinary team through study phase culminating in System Design Review. Exceed customer expectations on technical merit, pathfinder objectives, affordability, and schedule. Provide expertise in the development of customer solutions. Use advanced knowledge of current and future company products to initiate customer discussions. Consult with management to balance customer expectations and company resources.

    • Technology Development : Guide internally and customer-funded research & development (IR&D/CR&D) efforts to produce differentiated solutions. Identify future R&D efforts that maximize return on investment. Maintain awareness of industry trends to support competitive assessments and advise on teaming arrangements.

    • Advocacy : Prepare and present NSCP status, accomplishment, and future plans to government stakeholders. Apply consultative approach to help customers achieve objectives.

    • Proposals : Coordinate inputs for new business proposals involving multiple Boeing business units, engineering functions and subsidiaries to capture and keep programs sold.

    This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

    This position is for 1st shift.

    This position requires an active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

    Basic Qualifications (Required Skills/Experience):

    • Bachelor's degree or higher.

    • More than 5 years of experience in program or project management.

    • More than 5 years of experience working on satellite ground/spacecraft systems.

    Preferred Qualifications (Desired Skills/Experience):

    • Experience leading or contributing to proposals or engineering change proposals for government contracts or prime sub-contracts.

    • Experience working with cross functional teams.

    • Experience developing and managing strong relationships with government customers and representatives.

    • Experience interfacing with senior and executive leadership.

    Typical Education/Experience:

    Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 5 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD, Master+3 years' related work experience, 9 years' related work experience, etc.)

    Relocation:

    This position offers relocation based on candidate eligibility.

    Travel:

    Position may require travel up to 25% of the time.

    Pay is based upon candidate experience and qualifications, as well as market and business considerations.

    Summary pay range: $135,150 - $182,850
