  • Overview

    The Program Manager (Contract Manager/TRADOC Team Officer Education System Analyst) will provide quota management support for Officer Educational System (OES) schools and oversee a team of eight staff to include subcontractors.

    Tasks will focus on monitoring and developing strategies to increase the fill rate at Army OES schools and managing cancellations and changes in enrollment for Army National Guard (ARNG) officers and warrant officers. All duties and responsibilities are performed in accordance with the Mission, Vision, and Core Values of Cayuse.

    Responsibilities

    • Will have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

    • Work through the COR, to resolve issues, receive technical instructions, and ensure adequate performance of services.

    • Ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO.

    • Ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

    • Work directly with appropriate staff on OES training requirements.

    • Conduct ATRRS Reservation packet reviews for OES training that are centrally funded.

    • Adjudicate hard copy training packets for completeness.

    • Provide analysis of TRAP and SMDR actions for OES training requirements. Coordinate action between ARNG Divisions on OES training requirements before submitting to HQDA, G1, and TRADOC during year of execution.

    • Develop, analyze, and maintain training seat ramps to ensure sufficient training seats are available to support ARFORGEN.

    • Advise and assess policies and strategies that may affect the entire spectrum of OES Training for ARNG forces, across all force structure, command plans. Provide recommendations on issues related to OES Training.

    • Identify and coordinate with Army and Department of Defense schools for available OES training seats and perform data entry and programming tasks to ensure database reliability.

    • Develop, analyze, produce standard and ad-hoc reports, and perform data analysis.

    • Other duties as assigned.

    Qualifications

    • Associate's Degree or Bachelor's Degree (preferred)

    • At least twenty (20) years' experience in the following:

    • Army Training Management

    • Budgeting

    • Data Analysis (Six Sigma Qualification)

    • Preparation of briefing materials and providing Senior Leader briefings

    • Policy writing

    • Experience leading contract team in support of USG customers.

    • Experience with ARNG Systems such as HQDA, G1, and TRADOC

    • Active Secret clearance

    • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

    Minimum Skills:

    • Must possess problem-solving skills.

    • Exceptional communication skills, both oral and written

    • Ability to respond effectively to customers with a sense of urgency.

    • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.

    • Highly motivated with the ability to handle and manage multiple tasks at any one time.

    • Excellent business and industry acumen

    • Must be a Self-starter, that can work independently and as part of a team.

    • Must be physically and mentally able to perform duties while standing for extended periods of time.

    • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.

    • Must be able to establish a productive and professional workspace.

    • Must be able to sit for long periods of time looking at computer screen.

    • May be asked to work a flexible schedule which may include holidays.

    • May be asked to travel for business or professional development purposes.

    • May be asked to work hours outside of normal business hours.
