    Job Description

    Turner & Townsend Heery is seeking a Procurement/Contract Manager to work on large scale purchasing of a wide variety of supplies, materials, and equipment.

    Work involves managing staff and being responsible for the economical purchasing of large quantities of complex items. Work requires familiarity with procurement terminology, purchasing compliance, procurement specifications and quality of items purchased. Work requires knowledge of procurement regulations and contract documents.

    Work includes frequent contact with LAISD Procurement Services Division and officials and frequent contact with technical team, vendor, and other stakeholders. Work is performed independently within established policies, procedures, and purchasing regulations, and is reviewed by the LAISD procurement leadership

    Responsibilities:

    • Prepares and reviews procurements and contract documents in compliance with applicable public contract codes, public oversight board rules and internal policies and procedures.

    • Prepares and develops bid packages, scopes of work and solicitation documents, and negotiates price.

    • Evaluates bids and proposals and make awards based on the evalutions.

    • Issue purchase orders, task orders , and work orders.

    • Utilize systems and software such as SAP and Excel.

    • Meet and discuss procurements with requestors to update specifications, scopes of work, and requirements.

    • Monitors contract compliance and negotiates amendments and/or change orders.

    • Perform other duties as required.

    Qualifications

    • Considerable knowledge of approved public procurment contracts, purchasing, inspecting, and construction delivery methods.

    • Knowledge of sources of supply and of market and price trends.

    • Ability to prepare moderately specifications and to analyze and tabulate bids.

    • Ability to discern differences in quality and types of commodities.

    • Ability to meet and deal with using agencies and vendors.

    • Ability to communicate effectively, both orally and in writing.

    Education:

    • Graduation from a recognized college or university with a bachelor's degree, preferably related to business or public administration, law or a related field.

    Experience:

    • Minimum of five (9) years of total professional experience with at least (5) years full time paid professional experience in procurement or contract negotiations, experience in related goods, general and professional service contracts, including one (1) year experience in negotiation, development and administration of solicitation documents including RFQ's, RFP's, and IFB.

    Additional Information

    The salary range for this full-time role is $130k-$165k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. ?Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate's experience and qualifications.
