Within the Mission Engineering group of Microsoft's Strategic Missions and Technologies business unit, we're looking for an individual contributor to build and oversee our requirements testing and validation processes to deliver further agility and quality in our Government cloud Mission Infrastructure Products line.

    As we build to be the leading and most capable cloud platform in the world, Mission Engineering's Sensitive Mission Platform Team is hiring a proven Principal Technical Program Manager (PM) and engineering leader to contribute to our mission requirements team and to build and lead the associated testing, validation, and quality engineering processes. These processes are essential to maintaining quality standards, validating mission needs are met by our Air Gapped Cloud products, and also key to identifying future feature and product development requirements in next horizon releases. The PM will be a key player in advancing Azure Government's mission platform integration, engineering planning and development processes to meet the most challenging mission set in the National Security vertical. The PM will work alongside other product managers, program managers, engineers and architects that are building the Mission Infrastructure Products ecosystem, building and delivering some of the most advanced cloud capabilities within Defense & Intelligence.

    Responsibilities

    • Senior member of an established program management office and program team with responsibility for engineering product influence, market demand signals, and indirect revenue goals and attainment (no direct sales quota) working with product managers and sales leaders.

    • Act as the voice of the customer by driving awareness of existing feedback, insights, and resources with internal teams to add and prioritize products and solutions.

    • Advises internal product teams on customer/partner insights (e.g., feedback around technical preferences, environments, business needs) and leverages these insights and existing plans to map secure technical solutions with internal engineering teams as well as customers and partners.

    • Demonstrates complex concepts and proves the capability of those solutions through design collaboration sessions with customer and partners, takes feedback to the development teams building new, innovative products.

    • Works to drive specific domain policy and customer requirements into broader commercially available products through engineering design documentation and senior level engagements.

    • Identifies issues and advises customers/partners to operate and optimize performance in accordance with Microsoft best practices.

    • Applies methodology and governance to minimize business and technical risks and adhere to quality assurance while ensuring excellence in contributions to design and/or delivery of solutions. Adheres to quality assurance standards and calculates risks while ensuring excellence in the design and/or delivery of solutions. Leverages standard tools to ensure accurate opportunity and milestone execution and pipeline hygiene.

    • Provide input for data driven decision-making by synthesizing masses of customer data and market research, draw insights, answers hard questions, and guides actions

    • Provides input into the development, prioritization, and execution of engineering solutions in support of the mission for Microsoft Azure U.S. government cloud regions. Responsible for engineering input for consideration as to the development products by providing specialty expertise in engineering, DoD and Intelligence Communicty (IC) mission systems, and supporting government policies.

    Qualifications

    Required/Minimum Qualifications:

    • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development

    • OR equivalent experience.

    • 3+ years experience managing cross-functional and/or cross-team projects

    Other Requirements:

    • Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

    • The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with a polygraph . Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.

    • Clearance Verification : This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.

    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

    • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance

    Preferred Qualifications:

    • Seeking a chief engineer, within Microsoft Strategic Mission Technology - Mission Engineering, with proven experience directing large-scale, mission-critical information systems.

    • Experience with the generation and management of compartmentalized requirements of as-a-Service aspects of commercial cloud technologies for use in multi-domain & multi-level security solutions

    • Knowledge and experience working on complex military command and control systems.

    • Generation of technical documentation to assist with secure software development strategies, datacenter design, administrative WAN buildout, and ground system architectures

    • Development and maintenance of quantitative success criteria and product readiness levels for as a Service capabilities.

    • Prior Cloud Service Provider (CSP) relationships featuring the development of proof of concepts for compartmentalized communities

    • Experience with the following:

    • Platforms: Azure, AWS, Windows, Linux, RedHat OpenStack, Docker

    • Tools: Nessus, Splunk, Elastic, Kubernetes, Fortify, Nexus, Git, Terraform

    • Languages: Java, C++, Python

    • Domain Specific: working knowledge of the JSIG and multi-level security platforms

    Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $133,600 - $256,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $173,200 - $282,200 per year.
