    Position Summary: The Capital and Treasury Manager is responsible for managing the treasury, debt, and capital activities and all associated general accounting and financial statement transactions and resources within the Heath System.

    Specific Duties Include:

    • Treasury Management -

    • Coordinates the System's banking activities to enhance operating activities and to maintain cash controls. This includes an on-going analysis of cash flow forecasts, managing funds available for deployment, maintaining adequate cash flow, and an analysis of services provided to facilitate cash handling and availability within the System.

    • Manage relationships with and expectations of financial institutions and merchant services providers and coordinate relationship reviews.

    • Oversee and direct the patient refund reconciliation process with the Reconciliation Accountant. Manage communication workflow and processes to the Business Office for necessary corrections and continuous improvement through partnership with the PFS Cash Manager

    • Oversee the reconciliation of patient postings to deposits received for all Tidelands Health Entities. Manage communication workflow and processes to the Patient Financial Services team(s) in coordination with the Cash Manager for necessary corrections. Manage and coordinate with necessary resources within both Accounting & Treasury and Patient Financial Services.

    • Establish and manage the process to reconcile donations received by Tidelands Health Foundation to bank statements and donor records.

    • Manage the preparation of Foundation financials and ad hoc reporting as needed.

    • Coordinate the investment reporting with the Investment advisors for financial reporting accuracy.

    Capital Management -

    • Coordinates the System's capital budgeting and spending activities including management of the personnel and information systems utilized.

    • Oversee the reconciliation and management of financial records related to capital assets.

    • Manages the Capital Projects module and ensures accurate reconciliations of open projects, project spend, etc.

    • Manage debt financing of capital expenditures to include bond draws, covenant reporting, arbitrage reviews, etc. Maintain organizational policies related to capitalization of expenditures.

    • Maintain relationships with and expectations of insurance brokers and coordinated relationship reviews.

    • Manage annual insurance renewals and periodic coverage reviews to include collaboration with Accountant, operational leaders, Medical Staff Office, and Payer Credentialing.

    • Update and maintain job knowledge through educational opportunities, development of professional networks and participation in professional organizations.

    • Ensure compliance with applicable laws and regulations and conduct business in an ethical and professional manner.

    QUALIFICATIONS

    Education:

    • Baccalaureate degree in accounting or finance or a degree in business or health services administration with strong accounting/finance course work, required.

    Experience :

    • Minimum of five years progressive experience in accounting or related field with management-related duties and responsibilities in treasury, debt, and capital.

    • Healthcare accounting and treasury experience, preferred.

    Knowledge/Skills:

    • Substantial analytical skills and the ability to communicate effectively in both oral and written forms are required.

    • Must possess the ability to manage complex projects requiring judgement to identify and analyze problems.

    • Must possess the ability to perform all duties independently.

    • Must be able to prioritize work and meet all deadlines.

    • Must be able to coordinate and direct the work of other staff on a collaborative basis without direct supervisory authority.

    • Extensive use of personal computer applications is required, as well as use of copier, fax, and other standard office equipment.

    • Ability to function in a fast-paced environment with high level of accuracy.

    • A thorough knowledge of hospital and preferably Health System financial activities, preferred.

    • Previous experience with Workday and EPIC, preferred.
