This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

    As the Senior IT Project Manager, you will manage the development, enhancement and retirement of complex information technology and business area solutions, systems, processes, and services. Specifically, you will manage or oversee large, complex BCA Minnesota Justice Information Systems (MNJIS) projects to maximize the availability, accuracy, and timeliness of criminal justice information and facilitate information exchange between data sources. Oversight of these projects includes conducting sponsor meetings, defining scope and project milestones, creating and monitoring schedules and work plans, status reporting, financial budgeting, risk and resource management.

    This position is temporary and includes full state fringe benefits; it is anticipated to last up to three years.

    This position requires an employee to be onsite at the work location 2 days per week.

    • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.

    • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

    Minimum Qualifications

    Candidates must clearly demonstrate all of the following qualifications in their resume:

    This position requires a minimum of five (5) years of experience in performing IT project management functions.

    Experience must include

    • Managing information security/infrastructure projects including technical implementations, tool selection, and automation.

    • Strong understanding of infrastructure components: data center, cloud, network, servers, database, middleware, storage, backups, end user technologies, audio-visual, printers, etc.

    • Managing projects with Scrum and Kanban software development and technical teams.

    • Demonstrated achievements in project leadership, including planning, directing and implementing complex projects on time, within budget, and with desired functionality.

    • Experience managing project budgets, finances, RFPs, contracts and vendors.

    • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    • Customer service skills that include active listening, empathy, and problem-solving.

    A Master's degree in Information Technology or a related field substitutes for three years of experience, or a related Bachelor's degree substitutes for two years, or a related Associate's substitutes for one year.

    Preferred Qualifications

    • Project management experience across varying technologies (spanning the complete spectrum of IT systems, solutions, and processes to support and enhance foundational infrastructure, services, systems, and enterprise software applications).

    • Project management experience working in an environment with strict regulatory, security, and compliance requirements such as Law Enforcement or Criminal Justice systems.

    • Three or more years of experience managing projects involving systems development (including commercial and custom software, hardware, and integration).

    • Ability to ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution.

    • Ability to work with a diverse team, resolve interpersonal conflict, motivate and develop team members.

    • Project Management Professional (PMP) Certification.

    • ITIL Foundation Certification.
