    In support of the U. S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO) for the Deputy CIO of the Architecture, Engineering, Technology & Innovation Contractor Support program, the IT Project Manager will be responsible for evaluating requirements, conceptualizing technology solutions, and designing, developing, and implementing solutions within the ServiceNow platform. The successful candidate should be capable of working within an Agile team environment to manage the design and build of new applications or ensure the migration of functions that were previously developed for applications and solutions to be moved to ServiceNow.?

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    • Manages activities that take place during solution ideation, solution design and solution implementation.

    • Reviews business context for challenges and defines, with customer input, the vision, and requirements for the solution, recommends potential options, selects the most optimal option, and develops roadmaps for the selected solution(s)

    • Champions a structured approach to business application solutions and is responsible for the design, implementation, and integrity of ServiceNow applications within the enterprise.

    • Assists with the development and maintenance of applications from inception to completion to automate processes, utilizing ServiceNow platform capabilities.

    • Recommends best-practices solutions to automate existing and new functionality based on ServiceNow offered applications and modules.

    • Works closely with customers, process owners and leads in requirements gathering, technical design, software development/configuration, reviews, and testing>

    • Develops/Configures workflows, notifications, scripts, UI policies & actions, tables, forms, reports, dashboards, interfaces, and data migration to meet solution needs and to ensure that configuration aligns with ServiceNow best practices.

    • Ensures predictable, consistent, and successful delivery of the program.

    • Develops and manages the complete view of the overall program to the organization and all stakeholders, at all levels, including senior and executive-level leadership.

    • Exhibits proactive behavior by engaging in program planning activities, including but not limited to defining the overall scope of the program; creating and maintaining a consolidated timeline highlighting the major milestones and associated dates for program activities; identifying and communicating project dependencies and impacts; putting mechanisms in place to ensure on-going control of the program (e.g., Program Approach, Risk Management, Issues Management, Change Control, etc.)

    • Executes programs in alignment with governance as defined by DOE Leadership

    • Ensures that success criteria are defined upfront to promote alignment and actively managed to expected program outcomes.

    • Keeps all stakeholders (internal & external) engaged in the program, aligned on expected outcomes, and informed about what is occurring throughout the program.

    • Proactively communicates the program's progress on an ongoing basis, ensuring transparency throughout the program lifecycle. Provide leadership and key stakeholders with the information and venues to make effective, timely decisions.

    • May provide leadership of a small staff of SN Developers, Administrators, and other roles as required for the initiative.

    • Develops, manages, maintains the program and project level client communications management plan, review and oversee the client changes required and the progress toward those changes, and ensure the complete, end-to-end testing and client signoff for test success prior to all go-live, cutover, migration, and other live Production activities.

    Education Experience:

    • Bachelor's degree in computer science or related technology field of study.?

    • Must meet minimum years of experience requirement as specified below.

    • Eight to ten (8-10) years of experience in Information Technology with a minimum of three (3) years planning, executing, and implementing Technology Modernization solutions.

    Certificates, Licenses, Registration:

    • U.S. Citizenship required and candidate must be able to obtain a Public Trust clearance.

    • ServiceNow Certifications a plus

    • PMP Certification a plus

    Job Specific Knowledge, Skills, and Abilities:

    • Comprehensive consulting experience as a key technical resource leading projects on the ServiceNow platform (ITBM / ITOM / ITSM) in the provision of ServiceNow solutions in client environments

    • Experience with Business Rules, Client Scripts, Script Include, Workflow Designer, Table/Form creation, E-Mail Alerts configuration.

    • Experience with Agile teams, methodologies, and tools.

    • Strong interpersonal skills and a customer-centric attitude are a must.

    • Ability to engage as an integral technical resource to develop client solutions, including participation in design workshops, requirements gathering, technical documentation, development, testing and deployment activities with customers.

    • Strong communication, influencing and stakeholder management skills, ability to develop and maintain strong working relationships and strategic partnerships with key stakeholders/customers across DoE to maximize program effectiveness and influence.

    • Poised and composed interaction with all levels of the organization, including senior and C-level audiences and ability to mitigate/mediate complex and/or politically charged issues.

    • Exceptional presentation skills with the ability to convey technology and business value propositions.

    • Previous public sector consulting experience preferred, but not required.

    • Ability to build/lead a high-performance team that consistently delivers.

    • Proven ability to quickly earn the trust of sponsors and key stakeholders, mobilize and motivate teams, set direction and approach, resolve conflict, deliver tough messages with grace, execute with limited information and ambiguity.

    • Ability to formulate and gain alignment on end-state vision and roadmap for program.

    • Ability to identify opportunities and gain organizational support for strategic initiatives critical to driving the program, as well as quick hits.

    • Ability to understand and act when changes in program impact other business priorities.

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
