    Dakota County Technical College and Inver Hills Community College are looking for a HR Business Partner to join a dedicated team of professionals. The purpose of this position is to collaborate with administrators, supervisors, and employees to provide resources, guidance, and consultative services within human resources areas. In addition, this position will also collaborate with external partners such as Minnesota State System Office and Minnesota Management and Budget. This position performs duties in the areas of labor relations, union contract interpretation, investigations, performance management, legal compliance and risk management, employee engagement, and training and development. The HR Business Partner works directly with people from diverse racial, ethnic, and socioeconomic backgrounds and fully supports the colleges' commitment to diversity, equity, inclusion, justice, and belonging.

    Responsibilities include, but are not limited to:

    • Contract Benefits and Labor Relations - Function as the labor relations designee by ensuring compliance with collective bargaining agreements through building relationships with union leaders and ensure that contract language is followed during the implementation of activities such as, layoffs, reductions in force, seniority rosters, summer rotation, union leave letters, arbitrations, discipline, retirement, etc.

    • Performance Management - Encourage continuous improvements with the organization, aiming to increase the performance of the college through HR practices.

    • Legal Compliance and Risk Management - The incumbent is responsible for overseeing the process of providing personnel programs such as the Americans with Disabilities Act (ADA), workers compensation, and unemployment insurance so that department staff receive the benefits entitled to them.

    • Investigations - Investigate, prepare, and provide recommendations regarding reports/findings related to charges of discrimination, harassment, and other employment violations in collaboration with the Human Resources Director.

    • Employee Engagement - The incumbent will serve as the Human Resources liaison for employee engagement by overseeing the staff development process, tuition waivers, provide training on Human Resources topics for employees and supervisors, coordinating service awards and employee recognition.

    Minimum Qualifications

    • Bachelor's degree in Human Resources or related field; or two years professional level Human Resources experience, or equivalent combination of education and experience.

    • Professional experience that includes working in a union environment, talent management, and/or benefits.

    • Experience interpreting personnel laws, rules, administrative procedures, and collective bargaining agreements sufficient to ensure appropriate application of the language and advise on personnel matters.

    • Computer skills including Microsoft Office applications such as Word, Excel, Access and PowerPoint;

    • Customer services skills sufficient to respectfully and professionally communicate information, and resolve issues with varied and diverse clientele.

    • Ability to develop and deliver training to various audiences.

    • Ability to exercise and analyze situations and recommend alternatives and solutions.

    Preferred Qualifications

    • Master's Degree in Human Resources, Organizational Development, or related field.

    • PHR/SPHR Certification and/or SHRM-CP/SCP Certification.

    • 3 year's professional experience in advising supervisors and employees on various topics.

    • Knowledge of State of Minnesota and Minnesota State Colleges and Universities (MinnState) systems, policies and procedures, and collective bargaining agreements and plans.

    • Knowledge and understanding of the State's record system (SEMA4), the MinnState record system (SCUPPS/Workday).

    Physical Requirements

    • Maintain a stationary position for a prolonged period of the day

    • Use a keyboard and/or phone for extended periods of time which may include repetitive motion

    Additional Requirements
