    POSITION PURPOSE The Grants Manager (Grants And Contracts Manager/Specialist (E S 9)) is the department's expert on for administration of grants and contracts. The position is responsible for establishing and implementing departmental policies and procedures and monitoring individual grant budgets to avoid errors such as deficits or improper expenditures. The employee must have excellent analytical and communication skills and a desire for continuous learning and process improvement.

    The Grants Manager is the lead position for research administration in the department, leading the work of a 70% Program Operations Specialist. To be successful, the Grants Manager must engage in continuing education to remain informed of sponsor and university policies. The department's grant portfolio is mixed, including grants and contracts from federal agencies (NIH, DoD), private foundations, and industry. Finally, the Grants Manager must communicate effectively to disseminate information and advise faculty who rely on the position for financial and policy information.

    The position administers a portfolio of about 130 individual grant and contracts with average annual awards $24M. There are 37 faculty with active grants, and the Grants Manager is the named contact for 22 of these faculty and back-up contact for the remainder. Failure for this position to meet expectations would lead to deficits and potential loss of funding if sponsor policies are violated. Success in the position results in satisfaction of the faculty members who are productive in research.

    DUTIES AND RESPONSIBILITIES Financial and Budget Management (50%)

    • Responsible for financial management of grant and contract budgets (about $24M annually).

    • Monitor award lines, and prepare routine and custom reports. Forecast expenditures and report variances. Notify principal investigators of potential deficits or unallowable expenditures.

    • Meet with faculty principal investigators to set up new awards, monitor expenditures to awards, and prepare awards for close out.

    • Prepare financial reports on a regular and ad hoc basis.

    • Work with the Administrator to improve existing reports and develop new ones.

    • Respond to sponsor and faculty requests for information about existing grants.

    • Facilitate the submission of requests to sponsors for changes in principal investigator, requests to rebudget, and other formal actions that require sponsor ~~~-award Administration (25%)

    • Serve as the primary liaison for sub-awards; facilitate setup of contracts and payment of invoices. Monitor sub-award invoices and reports for compliance. Communicate regularly with sub-award principal investigators and staff.

    • Perform duties on behalf of principal investigators such as facilitate changes to WorkDay costing allocations and request expense transfers.

    • Use Employee Compensation Compliance (ECC) to monitor faculty and staff effort on grants and contracts.

    • Make adjustments and advise during ECC reporting period. Oversee, review, and advise on all effort and cost sharing reporting for the department ensuring sponsor and UW compliance. Ensure that each investigator with cost sharing obligations reports applicable information. Oversee the preparation and submittal of non-faculty effort cost sharing reports.

    • Respond to requests from staff at UW Grant and Contract Accounting.

    • Create ASRs and MODs in SAGE. Respond to OSP generated ASRs and create corresponding SAGE budget.

    • Assist PIs with progress report submission. Complete administrative portions of RPPRs and advise on unobligated balance.General Administration (18%)

    • Administrative Website Development: Create/develop/maintain Research departmental web pages.

    • Special Projects: Organize and coordinate special projects as directed by the Chair, Director and/or Manager. Be available to assist them in any capacity they deem appropriate.

    • Attend related UW meetings such as MRAM, RAPN, GCA Forum, and other workshops and symposia related to research administration.

    • Oversight of proposal and grant and contract award administration. Oversee all aspects of grants and contract proposal preparation in coordination with ABC shared services pre-award team and faculty investigators. Review and approve pre-award budgets and research justifications, other support documentation, Just-in-time, eGC1 and other required documentation. Oversee the timely submission of grant and contract renewals.Program Management (7%)

    • Lead the work of the Grant and Contract Specialist.

    • Actively seek information concerning requirements and policies that affect grant and contract administration. Disseminate information to faculty and staff and update content on the MyBIOE intranet site. Update department policies and practices to reflect changes in requirements.

    • Review performance metrics and respond to changes.

    • Implement process improvements that positively affect faculty in their role as principal investigators and improve productivity of self and fiscal staff.

    • Manage and oversee the timely and accurate execution of key deliverables such as progress reports, closeout reports, award modifications, budget adjustments, etc. Serve as liaison between Principal Investigators, Department Chair, Director, Dean of Medicine, Office of Sponsored Programs, Grant and Contract Accounting and the funding agencies.

    • Investigate, identify and recommend funding opportunities to faculty according to their research interests. MINIMUM REQUIREMENTS

    • Bachelor's degree in public administration, business administration, or a related field.

    • Minimum five years' experience in research administration.

    • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

    • Working knowledge of federal requirements for research administration, specifically National Institutes of Health grants and contracts.

    • Proven ability to analyze data and prepare financial reports for administrators and faculty members.

    • Experience organizing workload to meet multiple deadlines.

    • Effective communication and ability to adapt communication style depending on audience and message.

    • Experience writing procedure documents.

    • Equivalent education/experience will substitute for minimum requirements. DESIRED QUALIFICATIONS

    • Knowledge of NIH, Department of Defense, Foundation proposals and post award administration.

    • Working knowledge of UW systems including SAGE, Workday.
