    Scope of Position:

    Corning seeks a motivated and strategic government affairs practitioner to lead federal government policy development, implementation, and advocacy in the areas of solar energy manufacturing, international trade, sustainability, and related policy issues. The Director will leverage a strong working knowledge of the federal legislative, regulatory, and political climate; have demonstrated research, policy analysis, and organization skills; and the ability to develop strategy and execute tactics to achieve results for Corning priorities. The Director will represent Corning before congressional offices, regulatory agencies, and trade associations. This position reports to the Vice President, Global Government Affairs and is office-based in Washington, DC.

    Day to Day Responsibilities:

    • Advocacy Strategy Formulation and Execution

    • Develop, communicate, and implement strategy for advancement of Corning's legislative and regulatory initiatives

    • Manage government affairs consultants and contractors

    • Policy Analysis and Development

    • Develop and maintain an understanding of the policy, legislative and regulatory landscape

    • Track and analyze legislative and regulatory policy developments, providing intelligence and insights

    • Relationship Management

    • Develop and maintain strategic relationships with federal elected officials and their staffs and government officials and staffs in regulatory and other agencies

    • Represent Corning in trade associations and with other key stakeholders

    • Develop coalitions to support Corning's policy agenda as appropriate

    • Additional responsibilities:

    • Assist Corning leadership team in preparing communications and briefing materials regarding government affairs developments, including regulatory and legislative matters of interest

    • Represent Corning at external events, meetings, and conferences

    • Ensure strict compliance with applicable lobbying and political activity laws and regulations, as well as internal compliance policies

    Location and Travel Requirements:

    • Washington, DC office (this is not a remote position)

    • Less than =15% out of town travel

    Required Education and Area of Experience:

    • Bachelor's degree required

    • Minimum 10+ years progressive experience working in federal government affairs

    Required Skills:

    • Excellent interpersonal and negotiation skills

    • Superior analytical and critical thinking skills

    • Strong written and verbal communication skills

    • Strong presentation skills

    Desired Experience / Qualifications / Skills:

    • Solid policy and advocacy experience with solar, international trade, and related issues

    • Experience working with the Departments of Commerce, Treasury, Energy, and/or key congressional committees

    • Masters or JD preferred

    • Policy and advocacy experience in solar, manufacturing, and international trade issues; experience working on federal or state solar energy programs and policies a plus

    The range for this position is $168,426.00 - $231,587.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
