    We are seeking a Deputy Program Manager (DPM) / ServiceNowTechnical Lead (TL) to serve as a pivotal leadership role within a Software Development and Support program aimed at modernizing IT Service Management (ITSM) for a federal agency through the implementation of ServiceNow's Enterprise Service Management (ESM) platform. As the senior technical resource and leader of the Innovation and Transformation Team (ITT), the DPM/TL is responsible for providing technical and architectural oversight across all teams, leveraging specialized technical experts to support program objectives, and ensuring alignment with the Program Management Team's goals. This role is critical in guiding the program's technical direction, ensuring adherence to a DevSecOps methodology, and maximizing the effectiveness of ServiceNow modules like ITSM, SPM, ITOM, Customer Service Management, among others. The DPM/TL will ensure that the program's technical efforts are aligned with best practices, strategic planning, continuous improvement/continuous delivery (CI/CD), and the overarching mission to modernize ITSM for the federal agency. This position is contingent upon contract award.

    What is the position?

    The Deputy Program Manager / ServiceNow Technical Lead will be instrumental in driving the successful modernization of IT Service Management for the Federal agency. Through effective leadership, technical expertise, and strategic vision, the successful candidate will ensure that the program delivers on its objectives, leveraging the ServiceNow platform to enhance operational efficiencies, improve service delivery, and foster continual service improvement.

    What will I get to do?

    • Lead the Innovation and Transformation Team (ITT), providing technical and architectural oversight across all aspects of the program, including design/analysis, development, rollout, and operations.

    • Coordinate the activities of specialized roles within the ITT, such as Senior ServiceNow Developer (Tech Lead), Senior ServiceNow Architect, QA Manager, Project Manager, ITSM Configuration Manager, Risk Analyst, and Project Analyst, among others.

    • Participate in Agile ceremonies, ensuring that the program's technical strategies and activities are fully integrated into Agile processes and contributing to continuous improvement.

    • Collaborate with other entities within the agency to align program objectives with broader organizational goals, facilitating strategic planning and cross-functional integration.

    • Promote the adoption of best practices, ITIL and CSDM specialties, ensuring that all teams follow industry standards and methodologies to achieve program objectives.

    • Oversee continuous service improvement initiatives, identifying opportunities for process optimization and leveraging ServiceNow's capabilities to enhance ITSM.

    • Serve as the senior technical resource, providing expert guidance and decision-making on technical challenges, architectural decisions, and program direction.

    What qualifications do I need?

    • Must have the ability to pass a background check and obtain a Public Trust clearance.

    • ITIL 4 Certification(s).

    • Bachelor's Degree (Computer Science, Electronics Engineering or other engineering or technical discipline is required).

    • 10 years of relevant experience.

    • 8 years of additional relevant experience may be substituted for education.

    • 8-10 years of experience in program management, technical leadership, or a similar role within IT service management, software development, or enterprise service management environments.

    • Must have ServiceNow certification(s) with 6-10 years of experience in ServiceNow development, including a deep understanding of various ServiceNow modules.

    • Experience in coordinating with various individuals such as program and project leaders to analyze system and/or product architecture, design, coding, and performance.

    • Ability to identify strategies for addressing requirements, risks, issues, and to conduct trade-off analysis of requirements against fiscal, schedule, and performance issues.

    • Strong demonstrable skills in resolve problems as related to their field.

    • Excellent writing and verbal communication skills.

    • PMP Certification.

    • Strong leadership skills, with experience leading cross-functional teams in a dynamic, Agile environment.

    • Deep understanding of DevSecOps methodologies, ITIL practices, and continuous service improvement principles.

    • Excellent communication and collaboration skills, capable of collaborating effectively with both technical teams and senior management.

    • Proven ability to manage complex technical projects, with a history of successful delivery and stakeholder satisfaction.

    • Familiarity with federal IT standards and requirements, with the ability to navigate and align program objectives within a federal agency context.

    • Strategic thinker with strong analytical and problem-solving skills, capable of guiding the program's technical direction and overcoming challenges.

    Compensation

    $133,531.24 - $213,649.98

    The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante's total compensation package for employees.
