    Job Description:

    The CCG Team Leader supervises and leads regional CCG staff, assigning, prioritizing and monitoring work. Invests Company funds in low income housing, historic and new market tax credit opportunities and other tax advantaged vehicles as well as venture capital funds and small business investment companies to an established annual budget in compliance with the investment guidelines and requirements of the Community Reinvestment Act (CRA), Internal Revenue Service (IRS) and Office of the Comptroller of the Currency (OCC) guidelines. This job develops and maintains business relationships with low income tax credit syndicators, non-profit agencies, developers, government agencies and other professionals as well as commercial lenders and others to generate tax credit opportunities.

    Depth & Scope:

    • Communicates investment credit decisions to customers

    • Negotiates specific terms and conditions for complex investments within parameters defined by CRA Investment Policy

    • Finalizes legal documents with attorneys and prospects and closes investment transactions

    • Ensures accuracy and maintenance of customer records and files and updates information as needed

    • Meets with all clients and syndicators on a regular basis to determine client needs and stay up to date on industry changes

    • Develops and maintains knowledge of tax credit investment industry practices as well as applicable CRA, IRS and other federal, state and local regulations and guidelines relating to tax credit investments; Shares knowledge with lending, retail, CRA staff and other internal Company personnel so necessary personnel have current information; Maintains comprehensive understanding of commercial, tax credit and other Company products and services; possesses experience and understanding to approach customers with unique business situations and financing needs; maintains sales, negotiation and closing skills

    • Represents the Bank and CCGL at Company functions, business groups and civic organizations to maintain wide referral network and enhance sales performance

    • Develops, assigns and monitors plans to ensure completion of CRA goals and objectives and meeting deadlines

    • Develops and maintains knowledge of tax credit investment industry practices as well as applicable CRA, IRS and other federal, state and local regulations and guidelines relating to tax credit investments; Shares knowledge with lending, retail, CRA staff and other internal Company personnel so necessary personnel have current information; Maintains comprehensive understanding of commercial, tax credit and other Company products and services; possesses experience and understanding to approach customers with unique business situations and financing needs; maintains sales, negotiation and closing skills

    • Prepares extensive management reports summarizing CCG and CRA activity

    • Monitors status of current investment portfolio to ensure conformity with terms and conditions

    • Coordinates closely with community development, tax and other related departments to update and exchange tax credit related information; Ensures achievement of CRA investment test goals with community development area and works with tax department to understand and use various state and federal tax credit investment programs

    • Manages existing tax credit portfolio to track investment results, ensure conformity with terms and adequacy of documentation and identify areas of credit weakness or delinquency; Coordinates with accounting and tax areas to ensure investments are properly recorded; Ensures customers adhere to limited partnership agreements and reviews general partner requests for amendments; makes periodic audit inspections of customer sites. Maintains current investment risk ratings; Makes appropriate comments in customer credit files to ensure information remains current; Takes appropriate action to correct deficiencies, including performing collection and workout activities as needed on delinquent accounts; Divests investments as appropriate after required holding periods have expired

    • Participates in development of department policies and procedures, particularly those affecting region supervised, and implements them in region; ensures adherence to policies, procedures, standards and guidelines.

    • Communicates regularly with department management to give and receive information, including policy and procedure coordination and regional performance and account status updates.

    Education & Experience:

    • 4 year degree required; MBA preferred

    • 7+ year related experience required

    • In-depth understanding of CRA and tax credit industry, business development techniques and credit decisions

    • Proven business development track record, with ability to conceptualize and implement effective new business strategies

    • Commercial Real Estate audit/credit experience preferred

    • Extensive network of outside referral sources for new business

    • Excellent credit and financial analysis skills

    • Refined negotiation skills

    • Supervisory experience preferred

    • Excellent communication skills, both verbal and written

    • Membership in at least one professional and one civic organization encouraged during employment
